Special Outside Pool and Sports Court Membership
Applicants for Non-Resident memberships agree, with submission of the application and payment of membership fees, to abide by and be subject to all pool and sports court rules as adopted by the Winchester Board of Directors. Membership is for the applicant, spouse or significant other, and dependents listed on the attached application only.
2025 summer membership fee is $475. Membership includes 1 access fob for new members only. You may purchase a 2nd fob for $25 after approval.

Special Outside Memberships - General Policies and Guidelines
Special outside memberships in Winchester Homeowners Association, Inc., are created in Article X of the Declaration of Covenants, Conditions, and Restrictions for Winchester recorded in Book 5543 at Page 390 in the Mecklenburg Public Registry.
Special members are entitled to the use of the recreational facilities at Winchester, including the swimming pool, tennis courts, and playground.
Special members are invited to participate in committee activities including swim, tennis, and social; but are not entitled to voting rights in Winchester Homeowners Association, Inc.
Memberships are by family and are for the use of the member and immediate family living at the same address only. Memberships are not transferable nor are they assignable to relatives or friends outside the household unit. Membership is subject to revocation by the Winchester Board of Directors with no refund of fees fee if it is found that the pool passes are being shared with non-members.
Friends and relatives wishing to visit Winchester facilities may do so as a guest of the member and will pay guest fees as set forth in the Winchester Swimming Pool Rules.
New Special Outside Members will pay a non-refundable joining fee at the time of application. This is a one-time fee that will be set by the Winchester Board of Directors. (Currently waived)
In addition to the joining fee, all Special Outside Members, new and old, will pay annual fees, the amount of which will be determined annually by the Winchester Board of Directors. New members will pay annual fees at the time of application. Prior members will be billed in the Spring for current year fees.
Annual fees will not be refundable except under extraordinary circumstances, such as when the member has been transferred from the area after renewing the membership, and therefore wishes to cancel membership. In such an event, refunds will be made only after receipt of a written request and the return of all membership cards.
A ceiling for the total number of Special Outside Memberships will be set by the Winchester Board of Directors... that ceiling is currently set at 100. When the membership ceiling has been reached requests for new memberships will be accepted on a first-come, first-served basis. Applicants will be notified of their position on the waiting list at time of application and will be notified when openings occur. In the event an applicant must go on a waiting list, annual fees will not be required until such time as the membership becomes available, after which the applicant will be required to pay the appropriate fees. If the applicant chooses not to initiate membership at that time, that applicant’s request will be dropped and the next family on the waiting list will be invited. Waiting lists will be maintained concurrently by William Douglas Management and the chairperson of the Special Outside Membership Committee.
Use of the pool. Tennis and playground facilities will be open to all Special Outside Members during normal hours of operation. Access to the facilities will be made only with proper membership identification. Typically, members will receive membership cards for the current year after full payment of annual fees and prior to the opening of the pool for the season.
Members will agree to abide by and comply with the rules and regulations adopted by the Board of Directors for use of the tennis and pool facilities and for special memberships.
Fobs are to be used year after year. If a fob is lost or damaged, the cost to replace will be $25.
Fobs will be deactivated if the HOA has not received payment by May 15th.
